That's a pretty easy case. The winner can provide proof that she purchased the winning ticket. The other woman has no proof - if they do anything then it opens a huge door for EVERYONE to say they "lost" their winning lottery ticket. Dumbass.

The difference between winners and losers is that winners do things that losers don't want to do.

Yeah, the one who turned in the ticket apparently has a receipt, another ticket from the same time and date, and a previous ticket using the same numbers she won with.
Just somebody taking advantage of the system trying to get free money.
