I don't understand how a "ban" translates to "telling high school athletes the dangers of steroids"?
And if something is already illegal, how can it be "banned"?

He admitted to it long long ago. He has downplayed it as the years wear on, I saw a timeline but didn't save it.

Arnold never took steroids... its obvious from Pumping Iron that his true growth strategy was smoking weed and drinking whiskey.
