Yeh, thats Alizee... she's had some famous songs, though I'm not sure if they were ever big in the US. She had a big one in Europe a couple years ago that was called "Lolita". Not sure of her age, but she looked about 17 or perhaps younger in the music video.
So she's been around for a little while, just looks pretty young.
