In the 70's there was a budget crises so city workers were cut or laid off, in their infinite wisdom they laid off alot of police so looting, stealing, grafiitti, drugs and sex was really wild back then. It wasn't called fun city for nothing.

In 2001 we had more police in the streets and a mayor who did not play around.

You know what, if they didn't steal this stuff I bet the shop owner would come back and load it up in a truck, hide it away and write it off as a loss, collect insurance on it and then slowly bring it back and sell it. So either way someones cheating someone.
