I was 16 stones at Christmas but now I am 14 stone, I still have a bit of a belly but my weight is defo down, my percentage is about 26.5 %

You can't spot-reduce fat. It will probably come off as you continue to lose weight. Like I said, it was the last place to go for me... as well as the first place I gained it.

wait until you lose the weight. if it's gyno from your teenage years, then you may need some kind of work done.. but at 26.5%, you can't make that determination.

Liposuction has nothing to do with breast tissue. The actual milk producing gland is removed, although it can reportedly grow back in some people.

Or this "friend" may lose it by dropping a great deal of bodyfat. If your "friend" is also 26%, that is very high for a male.
