The funny (In a completely sarcastic way) thing about those no-bid contracts is that, in a lot of cases, there CAN'T be bids. If there's only one company on the planet that can do a particular job, who else is gonna bid on the job? I work for one of those companies right now. We're in the process of rebuilding certain aspects of New Orleans. There were no bids because we're the only company in the world that has the capabilities to do what needs to be done in the time frame it needs to get done. Who else was gonna bid? Were we gonna let New Orleans sit and rot while we waited for these other companies to develope their capabilities? Absolutely NO flame directed at you Monkey Man, just bringing another aspect to light.
Rules? You mean we have RULES for that???
