There's a whole lot of fault going around. You're correct. But the NO Mayor and LA Gov. didn't lie to the american people (again) like Bush did:

Why does this man consistently fabricate, lie, conceal, stonewall etc? He goes above and beyond the prerequisites for most politicians. Christ Clinton lied about a blowjob and he was eviscerated. Bush lies about real meat and potato topics like this and nothing comes of it. Incredible.

Yes, it is the Federal government's job to protect us. Without the Federal government, people cannot be expected to worry about such things. I mean, if I live under sea-level, can I be expected to know whether the levy will hold? All I did was by a house below sea level near the ocean, who would think anything could go wrong.
