I get cocky all the time in front of my guy friends whenever we joke around or in sports. We all do it so it's just guys being guys.
As for girls, it depends on the type of girls and the situation. If i'm at a party or shooting some hoops, i will tend to be a little cocky in a humorous way just to get on their nerves and make them laugh. Otherwise if we're just having dinner or chilling outside or something, then i'm just a nice guy.
There is a difference between being cocky and an asshole and being cocky in a humorous jokingly way. I'm always the latter but like i said, it depends on the people and the situation. Some people are offensive to that kind of stuff and others like it so choose wisely.

cocky i think is different than arrogant. cocky can be cute. arrogant is just another word for prick.
