Each time, the Clinton Administration came up with an excuse to do nothing.

Despite the Democrats' current claim that only the capture of Osama bin Laden will magically end terrorism forever, Clinton turned down Sudan's offer to hand us bin Laden in 1996. That year, Mohammed Atta proposed the 9/11 attack to bin Laden.

This is a very complicated issue.

Clinton did bomb a Sudanese pharmaceutical factory in the 90s and the GOP jumped all over him for doing it.

Clinton didn't do much. Neither did the GOP.

I do think that people are pointing fingers based on political biases, now.

Bush's reckless and illegal invasion of Iraq has contributed to terrorism going up 400% worldwide. In short, the only real reason that the US hasn't been attacked is b/c Osama got what he wanted--the infidels (US troops) out of the Holy Land (Saudi Arabia). Bush pulled all US troops out of Saudi Arabia in prepping for the illegal invasion of Iraq. I guess Bush has protected the US (although unintentionally).
