Nope, we haven't got our shit together. That won't happen until we no longer require oil to survive.
Simple answer is we have a plentiful supply right now. The refineries aren't making the special (much more expensive) blends this time of year and that frees up more time to make what's used most. The demand slows down as well after the summer season. Plus the built in cost the oil companies put in for catastrophes (like hurricanes) hasn't been needed. All these things and more contribute to the falling price.
