I remember when buddy icons on AIM were the new, cool thing around 5 years ago. Some of them were ridiculously funny. I've never seen a site that has smilies though.
There are some funny ass ones if you look around:

I wish I could, I make random pictures and stuff, sort of like Mino does, I don't do animated one's though, I don't know Flash or any animated program(which may be used to make smilies as well...) I can do a fair share of things with Photoshop though

I've made custom icons for my computer themes....
Coarse edged youth, the irish pendants string from their smiles
not yet plucked as to slacken the seams
and drag down the features of age,
no folds or creases from unkempt wear
eyes of tranquilty, crystalline-beads
no sign of despair in their hair, nor their hearts
but oh they have yet to be experienced and that makes aging so very worth it...ML circa2012

I'm at work so I don't have access to the good one ,but here's one I did with the company logo for our POS program to match my black, gray, orange theme and "Bern Rude Awakening" wallpaper...
I made it look like a button because I keep it right next to my Start button on my toolbar...
