That is way too damn slow for cable.
If you PC is very old, then yes, it'll slow things down. What are specs of your CPU and memory? What OS are you running? Are there any other PCs attached to the cable modem? Are you currently downloading anything from file sharing? |

Who's your cable provider? Have you called your provider to complain? Are you using Windows XP or Windows Vista? Oh, and you're memory is too low. You should have at least 512 (that doesn't share with the on board video). Try to get a gig if you can afford it. It should be around $80 or so. |

NP.
Try turning off your firewall. I'm don't think this will help, but you should try it anyway. Start Button -> Control Panel -> Windows Firewall -> "Off" radio button. The security center will complain about the firewall being turned off, but don't worry about it. Don't forget to turn it back on after you run a speed test. You really need more memory, but it's not cause of this problem. Call your provider and ask them about it. Also, try running the speed test early in the morning. It could be that your cable isn't provisioned too well (too many people are one line). So if it runs well in the morning (when most people aren't online), you'll know it's not your PC but crappy service. Go here and download and run the TCP Optimizer. Just click on the radio button that reads "auto" or something like that. I've been using this site since 1997. This will set your network settings so that they will run at their best. |

The thing with cable service is if your neighbors are all hogging the line then your going to get stuck in the traffic...

You have other issues such as what DOMS provided input on. Also look at what processes are running, how much of your CPU is being used ... 100% cpu usage = slow processing times and slow up/down speeds. ctrl/alt/delete ... click the performance tab and do a speed test while watching your cpu and memory usage. This will allow you to observe how your system is dealing with the task and tell you if the issues are internal or not. |

wow, that's badass.
My speed tests show 3000k+, but I rarely download more than 1.3 meg/sec.

The only difference between your service and max service is a band filter installed at your cable junction box. You can usually remove that filter and get full service. I did it for a friend at his apartment, and he never got caught.
