How realistic are you trying to get it? You can make something like that in paint. As DS said though, the gold standard in the industry is Photoshop...it takes a little reading and practice to really learn how to do things nice, buts its worth it if you want/need to do it.

If you can find it id go with Photoshop, if you can id go with Gimp. Both are good, but very very different.

Here's a tutorial that will help you place the subject in a jail cell, then use the same technique to add some bars over the top....

Adobe Photoshop, I like it a lot.

Photoshop
1. Find a picture of bars and use the pen tool to make paths.
2. Select the paths, feather at about .30 px
3. Cut the bars from the original photo.
4. Paste the bars on a new layer on top of the photo you want to add bars to.
5. Select the bars ("marching ants")
6. Add an adjustment layer to adjust levels/color/contrast, etc.
7. Save for web as a jpg.

I like both PSP and Photoshop, but I only Photo so I am good.
I'm going to give Gimp a try....
The price is crazy, I don't remember if a member gave it to me or I got it from limewire.
I've tried Paintshop, Photoshop and Gimp. My personal preference is Photoshop but I'd say if you're going to use this professionally to do stuff I would go with Photoshop. If you're just screwing around with pictures then I would get something like Gimp or Paintshop. You should be fine as long as you have the ability to make layers, use a pen tool and use a marquee tool.
