Isn't there something called a "tap" fund? Its where you buy credits at today's prices for future use.
Obviously this is just a general question, but can anyone with some knowledge on the subject recommend some good ways to invest around $5,000 that I would like to use for my kid's college tuition in say 17 or so years?
Are there easy ways to turn this into over $20K?
