I think some have missed the word "program" in the question.
As defined by Dr. Paul M. Johnson.....

Does the Presidency include perks and special privilages? Sure.
Is the President entitled to these? I vote nope.

Yes, it is an entitlement program. If you qualify for president(aka you were elected) then you are entitled to partake in the wide variety of entitlements that go along with it.

You have to be ENTITLED to be elected. That's the "program." When the constitution was drafted with those qualifications, a woman couldn't run for President - she couldn't even file the petitions. Nor could a citizen of color, because they were legally only considered a "fraction" of a "man." So, essentially, it was a program created by the Founders initially to ensure that only members of their legal class could be the President, especially at a time when you not only had to be a white male of a certain age just to vote, but had to be recognized as a property owner as well.

I already knew all of this. But, you are aware that it is no longer like that, right?

If you qualify for the above , then you are "entitled" to run for president.
So again, I don't know what the point of this thread is. Or, maybe I just don't follow this thread's definition of entitlement program.

George Bush is no more entitled that anyone else. He played the system, made the right contracts, and took the right kickbacks to make it to the top.
That's like people saying that such-and-such only won the title of Mr. Olympia because they took steroids. Sure he took steroids, and sure Bush came from wealth, but neither put the man at the top. That man did the right things.
