The answer is people with some type of psychosis, diagnosis, personality disorder, sex fetish, etc. Obviously the book does a better and more thorough job of this, but I think the movie did as good a job as 2 1/2 hours can. The opening credits scene, for instance, is filled with easter eggs and "Oh I know what that is!" moments for those who have read the book, and sets the depressing, nostalgic tone for those who haven't.
It contradicts everything we know about super heroes and the genre. I've read negative reviews from watchmen fans and I can understand their disliking, but I've also read negative reviews from those who haven't read the book stating that there wasn't enough action, that the costumes look stupid, that vigilante super heroes are cliche, etc. This isn't that kind of movie. There isn't off the wall fight scenes (although the fighting's clearly been upped for the big screen, and to a respectful degree I think). But I don't go see the Titanic for the comedy, I don't see Million Dollar Baby for the dance numbers, and you don't go see Watchmen for the cool fighting and convenient plot twists. It's the story of these people's lives, their problems, what they do to solve them, and their relationships. And it forces you to face the uncomfortable reality of rape, murder, sex, violence, and ultimately humanity and its nature, which is embodied in the Comedian.
