no, the "webmaster" does, the difficulty has to do with how the site runs, i.e. PHP/MySQL, whatever the platform I hope they have a recent back-up.

Ahh just looks like they defaced it. Should be a simple to fix. That is what happens when you don't stay up to date with forum software.
edit: yup all they did was deface it. very simple fix
