This is the stupidest fuckin shit that i have ever heard. Don't give jobs to highly qualified, skilled workers? That is the complete opposite of what i've bee taught my whole life. I thought that part of being a responsible citizen of a society is to get experience and develop a marketable skill and join the workforce? This is ridiculous. they want to reward lazy fucks who sit around doing nothing by giving them jobs? Fuck them, let them work their way up the ranks like the rest of us did.

I busted my ass for 2 years learning a new skill, i will soon be entering the workforce as a new employee and want to develop my skill to its greatest potential, it would suck dick to work your ass off for 10 years, to develop your skill set and yourself only to be told, sorry we have to hire people who have been doing nothing for the past 10 years because of a government mandate. They did the same thing after the LA riots. They made a point of not giving the reconstruction work to the skilled construction workers (mostly white), they insisted that the work be given to minorities. The same minorities that did the looting and arson in the first place.

Obama is starting to sound like Robert Mugabe (president of Zimbabwe). He took all the farms away from the skilled whites, who obviously stole the farms. Never mind that the blacks had no idea how to run a farm. Zimbabwe used to have a surplus of food (which they exported for money) and now that have a famine.

Here's a little more on what Reich's plan entailed:

Make sure the poor and long-term unemployed get a portion of those jobs. To lower-income Americans -- including women and minorities, and the long-term unemployed -- are especially hard hit by this recession. It is important that these people have a fair chance to get the new jobs that will result from federal action. This is also good for the economy. These groups are most likely to spend any extra income they receive. And their spending is likely to promote other jobs on the Main Streets of the lower- income communities, in which they live.
1. Require contractors to set aside 20 percent of jobs for such groups. All contracts entered into with stimulus Ends -- either by federal, state, or local governments -- should require contractors to provide at least 20 percent of jobs to the long-term unemployed and to people with incomes at or below 200 percent of the federal poverty level.
2. Create a "Green Jobs Corps." Low-income and low-skilled workers should be put directly to work providing homes and businesses with more efficient land more renewable heating, lighting, cooling, and refrigeration systems; installing solar panels and efficient photovoltaic cells; rehabilitating and renovating older properties, and improving, recycling systems. Green Jobs Corps teams could be trained to evaluate and advise homeowners and businesses on these and other means of conserving energy.
3. Provide job training linked to these and when, jobs generated by the stimulus. These "green" jobs, as well as many others generated by the stimulus -- installing new pipes for water and sewage systems, mixing and pouring cement, laying asphalt, installing and repairing basic equipment -- can be clone by people who receive relatively short-tern training for then. At least 2 percent of project funds should be allocated to such training, most efficiently through the Workforce Investment Act. In addition, advantage should be taken of building trades apprenticeships, which must be fully available to women and minorities.
4. Provide income assistance during training. One of the biggest barriers for vulnerable populations who want such training is their need for income: while being trained. Income maintenance should be assured for the duration of training, up to six months.

No, I know exactly where they're trying to do. They're trying to ensure that the wealth is spread around. At least, that's what they're nominally trying to do.

What they are doing is:

1. Making sure that the minorities know that voting for Obama is starting to swing thing their way.

2. They're saying something that they absolutely couldn't fucking say if it was about non-whites. They couldn't even have talked about shit like that without incurring the wrath of a lot of people, both private and politician. Thus showing again how it's okay to officially be racist against whites.

How is asking that 20% of the jobs created for special infrastructure building go to minorities, women and long term unemployed(that could be white factory workers in states with few minorities) spreading the wealth? If you look he has a reason why he wants poorer folks to get some of the money, because they are less likely to stuff it under their mattress or bury it in a jar in their backyards.... Not only will they stimulate the economy by making jobs but also making sure retail businesses will see a share of that money.

B)In Hawaii white construction workers are the minority, as long as my State recognizes that under the Federal Guidelines then it works opposite of the way you think. He would have to say "the money shouldn't simply go to skilled Asian Union members nor their sons and nephews, those born into positions because they have family in the Unions but also Whites, blacks and other minorities in the State of Hawaii who don't have an "IN" to the most favorable positions".....
