You call for back up but none is available for such a low priority call.

    What do you do?
Try talking her into stepping out of her car. I guess you could break her window and arrest her - I'm pretty sure ignoring a officer is an arrestable offence. Maybe mail her a ticket and court summons for whatever she was stopped for. I was also thinking stop-sticks or a boot to stop her from possibly moving.

Call a tow truck and have her towed to the station .

My response: To call for back up.

Their response: Back is not available

Next response: Try to communicate again

Their response: Same as before, non responsive

Next response: Use force to open the vehicle

Their response: For an illegal stop citation??? (I took this to mean I was out of my fucking mind)

Next response: After exhausting what I believe to be all my available options. Issue a citation with refusal to sign.

Their response: Issue a citation to an individual that you can't confirm their identity?

Next response: Given my lack of training as an officer I have no further response. I hope to be better prepared after the academy for this type of situation in the future.

No further questions were asked after that response. I'm pretty sure they were looking for that from the beginning but hell I was 19 and completely shooting from the hip.
