I like Nature's Best Zero Carb Isopure (Creamy Vanilla is my favorite flavor).

    Other good ones are:

All The Whey WPI (chocolate is my favorite), Scitec Nutrition IsoFruit (Cantaloupe and Pineapple flavors - yum!) and Primaforce Substance WPI (watermelon is pretty good)

And i just realized i didn't answer the actual question "what is the best value" -- my answer to that is "i don't know. They all seem good to me."

Price-wise, the most expensive one I've purchased has been the Nature's Best

    PrimaForce Substance 2lb, 22.49 (bulknutrition.com)
    Scitec IsoFruit, 2lb, 24.99 (bulknutrition.com)
    Natures Best Isopure, 3lb, 35.99 (bulknutrition.com)
    AllThe Whey, 2lb, currently 13.99 (allthewhey.com)
