If you had to pick one time I also would say post workout.
if for instance you were a vegetarian and you allowed yourself to consume whey... (not a true vegan)
it would be perfectly healthy to consume 95%+ of your daily requirement for protein from whey
obviously you would need AMPLE fiber and good fats
along with enough calories to reach your daily requirements
but what im saying is
the "best time" to consume whey is probably ---when you need protein---
