    THE anti-smoking lobby has claimed a minor victory, with global tobacco giant Philip Morris implementing a smoke-free workplace policy at its Melbourne manufacturing plant.

    Ventilated smoking areas were introduced at the company's Moorabbin headquarters in September, while workers have been offered a one-off cash payment of $7,800 to replace their allowance of up to four cigarette cartons per month.

    Philip Morris corporate affairs director Thomas Dubois denied the new rules were implemented due to concerns over future litigation, saying they reflected changes in community attitudes towards smoking.

    "It causes fatal disease, whether you're a smoker at Philip Morris or not," Mr Dubois told ABC radio.

    "Over the years our company's position and the way we operate has evolved to reflect new information and changes in public opinion and attitude.

    "We have to - especially our company and the industry we're in - we have to stay tuned to changes in attitude and public perception.

    "So I think this is wholly consistent with being responsive to what's happening outside and ensuring that we're not doing anything different inside the company."

    Quit Victoria executive director Todd Harper said the move represented an "important step forward" for the employees of Philip Morris, but stopped short of declaring it a major victory.

    "... the reality is that there is still a significant proportion of the population that don't work in safe, smoke-free environments," Mr Harper told AAP.

    "But I think what this does show is that if Philip Morris recognise the need for safe, smoke-free environments, then surely we need to extend that to all employees."
