Yes, there are exemptions and credit and deductions.

But in general, governement spending outpaces the inflation rate in the last couple of decades.

It might. Take the Reagan tax cuts. It so stimulated the economy that we got stuck with two terms of Bill Clinton.

I'll give Clinton some credit though, he saw the wave and just rode it.
