    you can strengthen any part of your body on a deficit as long as you lift heavy. it's just that you won't build muscle. your body will adapt to the weight and get stronger but hypertrophy will be limited

    depending on you and ure genetics is what will tell how fast you will on it but yes you can... i've been making some prettyyyyyyyyyy big gain's on 1.3k calroies a day.. well not BIG but big enough
