Cardio while bulking is a good thing...gets the blood pumping and helps you recover faster...keep it to a minimum though...1-2 days a week..

adding mass = adding muscle and fat

cutting/decreasing body fat requires a caloric deficit in the diet while bulking requires a caloric excess. pick a goal and design a training routine and diet to maximize that goal. trying to do both at once will result in minimal gains either way
