There's no set time, it depends on your goals.

Most people cut in the spring for summer and then bulk come fall and for the winter.

Your workouts stay mostly the same, its your diet that changes.

I usually go from cut striagth to bulking and back again.....every now and then I maintain but I usually focus on adding mass or losing BF.

As for cardio I usually do a fair bit when cutting and during a bulk I still try to keep some in my program for the fitness and health benefits...and unlike most people I actually enjoy BOTH weight training and cardio.

As said before though...it really depends on your goals as to how long you cut, maintain, or bulk.
