bump
i used to do a lot of dead-lifting, then i stopped doing them so frequently for over 6 months, now when im executing the lift, when im about 3 quarters of the way up, i get this tight sharp pain in my hamstrings just under my ass
this never used to be a problem but now it makes it difficult to dead-lift no matter what weight i use
could it be underdevelopment or inproportion of the hamstrings?

It sounds like it *could* be bursitis at the origin of one or both of the hamstrings. I have had this and it was a bitch to deal with. Put me out of commission for sprinting and deads for half a year. I had to just let it heal, do a lot of foam rollering, gentle stretching and SHELC, and basically just wait for it to heal.
Get it checked out; meanwhile, train something else. There's always something else you can bring up.
