This depends totally on what you want to achieve, how light you're actually going and how many reps you're going for. If you want to provide more guidelines and a goal, it'd be easier to respond.

ok, im 15 and im wondering...
is it better to be lifting 20lbs with 3 sets of 10..
or is it better using 10lbs but doing 3 sets of 20?

which is more effective?

thanks

For your age, I would stay at around 10-15 reps on most lifts.

Once you get a few years under your belt, then start going for a mix of low reps 1-3 and higher.

Cool

Heavy weight/low reps is typically used for strength, but it will also produce size.

but that does not mean using lighter weight/higher reps will not make you bigger and stronger as well.

if you're looking for a black & white answer I do not think there is one.

I have been lifting for many years and I use many methods, some work-outs I go heavy, others I go moderate and sometimes even light.
