If you want to target the area presented in your attachment, I would suggest that you do skullcrushes and pulldowns. When you do skullcrushes make sure you touch the middle of your forehead (not higher) when lowering the bar. As far as pulldowns, just do the regular ones.

Mr. No i think you mean Pressdowns not Pulldowns.

and as far as hitting a specific area of the tricep, as far as i know you cannot really do that. Your Triceps extend your arms, whether you are laying down and extending with a barbell in you hands or whether you are standing and extending you arms against a cable makes no difference.

I usually can hit this earea pretty hard with tricep extensions behind the head. There is also a machine that can offer this ticep of extension of the tricep. Best way to describe it would like sitting on an incline bench and using a cable behind your head, allowing the weight down far enough to offer a killer stretch. The machine rocks of you have one at your gym. Try to keep the arms back to offer the best stretch.

I have been using that machine heavily and I think I have to stop, starting from the stretch position like that I believe is causing me a good deal of my problems.

I'm going back to skull crushers for awhile and I will know shortly if that was the case.

That is the outer tricep head bro, I do reverse grip pressdowns with the stack for that as my finisher.

The back of the arm? Pretty much everything hits that. I run:

    4 sets close grip benches
    3-4 sets skull crushers
    2-3 sets reverse grip pushdowns
1 set 1 arm overhead extention, slow and light (optional)
