Your shin is not supposed to move during squats man, its like sitting down, not hunching down. Sounds like your feet are too far back on the machine.
Is it okay if your knees go past your toes while doing this exercise? I know its bad for your knees if this happens doing regular squats.

have you ever tried having your feet directly under your thighs on the hack squat machine? I've done it occasionally, I end up on my toes at the bottom of the squat and use my calves and quads to force the weight back up... kind of a cool feeling...
