After losing weight I am left with skinny arms, legs and thin face but I still have a pot belly and body fat of 21%. Should I cut or bulk? If I attempt to put on more muscle by bulking wouldn't that mean having an extra 500 (good) calories a day and not doing cardio? --Then I might just get a bigger belly and possibly higher body fat!

I'm assuming you're a guy-
you will store fat first in your belly, and that is the last place you will take it from...so dieting strictly may make you bigger in the long run
to put it simply:
Eat more often, i would eat every 3 hours, or 6 meals, of about 400 calories each- stay away from pastas, breads- stuff high in carbs, but not carbs alltogether
exercise- cardio at least 3 times a week, up to an hour
And once every 10 days or so- let yourself have a good amount of carbs
that is simple enough...perhaps others on the board may be of more help, but i think I gave the basics
