Working out 3 days per week is fine, but you would be better off doing legs on a separate day by themselves, and only working chest & biceps once per week.

For complete development train the whole body equally...you can go a couple of different ways as a begginer...whole body workouts 3 days per week, utilizing 2 exercises per workout for large bodyparts and 1 exercise for smaller bodyparts....OR, you can use a split like chest/back, legs, delts/bis/tris...
Either way, stick to basic compound exercises for the most part...do not neglect legs as training them will stimulate upper body growth as well...and lift mostly to failure in the 7-12 rep range.
