3 minutes is a good guideline.

There is not one optimal range for rest periods.

It would depend on how fast your energy system takes to recover depending on your goal( strength, hypertrophy etc..).

I've recently switched from a strength program full body twice a week roughly a 5x5 rep scheme, to a "body builders split" Mon. Wed. Fri. legs, chest/tris, back, bis. so the answer to your question Ballast,is Muscle gains/hypertrophy

What Maki was getting at is that certain rest period do certain things.

Just as a general guideline...

Contractile Hypertrophy - 3 minute rest
Sarcoplasmic Hypertrophy (muscular endurance)- 30-90 seconds
Neural Training - 3-6 minutes
