You mean wide lats and a narrow waist right?
Well if your fat you might want to start dieting and cardio-ing to get a narrower waistline.
And if you want wider lats you need to work your back, hard. But dont just go for width on your back, go for thickness too. Because a wide yet thin back looks silly, IMO.

Heavy medial delt lifts too. But dont work your obliques much.

Really focus on using your lats for exercises such as the lat-pulldown.
Pulling through the elbows is a great technique as well
