depends on what the training program you are on dictates. the most is 2x/day really, and that is pretty rare. we have lives you know(well some of us)?

get there whenever you can and whenever you feel better/stronger, it will make no noticeable difference.

5-6am or 12-2pm... the place is pretty quiet then. That's the best time to work out.

I train differently than most, my beef is with gravity the weights on the bar are just the medium...Thanks to Wall Street your slice of the American Pie has been reduced to a crumb.

Once or twice a day is fine. If you are doing resistance training twice per day, then you should try to make sure the sessions are fairly short.

I would just go the gym whenever it is convenient for you. Working out in the morning seems to be most beneficial because of the tendency for Testosterone levels to peak in the morning and the fact that your workout will be followed by a lot of eating. However, if you perorm all your workouts half awake and miserable, then it's not really worth it.
