Yes, it will do that.
However, if you notice a significant increase in your resting HR on a day off, usually taken upon awakening, you are overreaching which can be remedied by a day or 2 off. If you notice a large difference in morning HR, you are overtraining, which would require a little more time off. Of course, you would expect to notice an increase in morning HR if you did HIIT later in the evening the day before.
