I have been working out modestly and according to financial restriction, and I have seen some positive, but slow results.
Anyhow, I'm noticing slight disproportionate growth(and subsequently strength) concerning left biceps and pecs, hardly noticable, but still there. To counter this before it develops more I'm curious as to how.
More reps, sets or weights for the left side?
Or is this just a question of form?

definately form assuming your doing compound lifts.
Here are some steps in fixing your symmetry problem:
#1 put bicep day a day after your back day
#2 put tricep day a day after your chest/shoulder day
#3 do alternating db curls for biceps begining each set with your weaker side and finishing with your weaker side.
#4 do the same with triceps except with overhead single handed extensions.
reasons for #1 and #2 include eliminating pre fatigue of the muscles. This could cause you to fatigue your triceps during chest movements causing one side to be trained more than the other. The same could happen with upper back movements.
