which is better?

is a workout routine like this: upper body then the next day lower body better than working a body part once a week?

no, if you are hitting the your muscles hard enought they will need more time to rest. just try doing each bodypart once a week and see how it works for you. try going no more than 10 sets per bodypart and going heavy and keeping the intensity up. see how it works for you.

I workout Upper one day and Lower the next....with rest days of course

day 1 Upper body
day 2 Lower Body
rest 2 days
repeat
