Well, i have very little external fat. My biceps actually have stretch marks on them from working out : (. I just have undeveloped obliques, i know that compound excersizes will develop them but what can i do to target them specifically?

I don't understand your way of thinking. You have very little fat and want love handles. Get a grip on yourself. I have a large jar filled with the fat removed doing lipo. Add some harder to it and paste it on. that should do. Now that made about a much sense as you question did

He doesn't want FAT... he wants his OBLIQUES (the muscles) to be more developed. There is nothing wrong with this... well developed obliques look really good with low bf.

When Training Obliques, you don't want to do Side Bends. Sed Bends ruin the V-Taper, If you plan wanting a V-Taper, don't do them.

Best thing to do for Obliques, is Cross Crunches or Oblique Crunches.

just train them like u would any other bodypart, theres no secret excercise, just got to work hard. If by 'on an ab diet' you mean calorie defecit, your probably not going to get much muscle development.
