    what exercises will develope the chest the best? lower, upper, middle,outer,and inner?

    Flat, decline, and incline pressing movements using barbells or dumbbells. Dips are also good.
    The only time it's bad to feel the burn is when you're peeing...

    Oh yeah, and don't forget about your diet. I see you're only 150 pounds. That probably means you're not eating frequently enough, with large enough portions, and/or with the proper macros. When it comes to gaining size, diet is almost always the limiting factor.
    The only time it's bad to feel the burn is when you're peeing...
