To strong front delts means no chest gains?

If your front delts are too strong wouldnt it take over in almost every chest exercise? Whats the best way of countering this?

Pull your shoulder blades together, so that they are touching. Naturally, this will cause your chest to puff out. It creates a solid pressing surface and reduces and/or eliminates shoulder rotation.

I was under the impression that he meant (when laying in the bench) press your shoulder blades together. As in pushimg your chest out!
