Whats the main purpose of cardio?

Is it to lose fat or just to keep your heart and lungs healthy?

Ive also heard that it can help speed recovery time between heavy resistence training. Any of this true?

all of it can be true.......cardio can aid in weight loss, it can improve the functioning of your cardiovascular system and low to moderate intensity cardio in between bouts of high intensity training can be used as active rest to aid recovery.

Another benefit is increased vascularity and blood/oxygen delivery to your muscles, which helps keep your muscles from fatiguing too fast during intense workouts.
Whether you believe you can or believe you can't, you're right!

All of those are great benefits. Decreased insulin sensitivity and improved capillary density are another couple of benefits I can think of off the top of my head.
