When the fat returns, Where does it go?

Hi everybody. Im wondering right now whether I should try to cut or bulk. I definitely need to bulk, but I'm thinking I would like to cut first so when I do a bulk later I will have a lean body to start with.
I don't have a whole lot of fat right now(i really dont know what %), but its mostly around my ass and a little on legs so I think I look kinda weird.

What I really wanted to know was-- If you do a cut and get down real lean-like, when you get some fat back during a bulk does it tend to go back to where it was before, does it come back more evenly, or is it random?

Thanks. That will help me decide what to do. If I am just going to get a fat ass again later on I'll just bulk now.

If your legs and rear end are where its coming off last, thats the first place it will go.
