It's a subjective call...some people are able to train while ill, while others are not. The cold may affect your strength depending on the severity (symptoms) of the cold - how much energy you have.
Personally, I don't workout when I am even the least bit sick. The body is fighting off some kind of virus and I'd rather be a 100% and give my workout all I got than feel like crap and waste my effort in the gym.
Take a day off if you need it.
