To bulk one week with heavy lifting and increased calorie intake and cut the next with lots of cardio and reduced calorie intake or would I just keep my body in a stale mate?

I would work in phases of 4 weeks or longer. If you bulk and gain every other week then you're kind of just spinning your wheels.
