Well, it started when I was about 8 and got sucked into the giant mess of the corporate food industry of America. I didn't really know any better at the time, but being now 15, and after looking back and seeing what this problem has caused me... well... let's just say "".

Had 'em since I was around 8-9. I don't know if it's related to the fatty foods I ate since then, or what, but that's not the point. I need to get rid of these... if that isn't hard enough, I need to do it over the summer. I mean, I'm not even kidding here guys, I'm at least a B here. I've had to wear a sweatcoat for most of my life because of this.
Please, none of this "surgery is the only way" stuff that I've read in the past allover the internet. At this point, I'm willing to do an 8-hour-a-day workout if I have to. I have the motivation for anything, I just need the answer. The correct answer. A professional answer. I'm about 6'2" and 250 lbs. - Overweight... Is that the problem?
I am also told that working out (chest muscles) won't work, because that'll push the fat to the top and trap it there, thus making it worse. Why God WHYYYYYY???
I'm going to have to start sporting a Victoria's Secret here in a short while.

I just had an "epiphany" if you will. Diet and lose some hardcore weight (treadmill, stairs, running, etc.) at a pound a week (in order to lose it over summer), and then when these moobs are gone/minimal, build that chest up.

What you need to start off is, not reading about surgeries and other stuff, read the stickies we have in this message board. Then post your diet in the diet section. Thats the biggest part. Then you can get a work out arranged and start losing that fat.Welcome to IM and the Fitness world

Let me just say that surgery is probably not needed for you. It sounds to me like your "moobs" are the result of excess fat, and not a hormonal imbalance. That means that diet and exercise can do the trick for you most likely; there are no guarantees of course. Either way, it should help you a lot even if it doesn't cure the problem 100%.
I want you to understand too, that it takes time to lose weight in a healthy way. You want all the weight to be fat. Losing muscle, water, and glycogen stores is not healthy nor is it desireable, though some water loss is inevitable. At your bodyweight, I would recommend losing no more than 2-2.5 pounds each week, and 2 pounds is probably a safer bet.
Of utmost important is following a good and healthy diet. This will have a synergistic relationship with your exercise program, and it will also have a profound impact on your health. I would goto the diet & nutrition section, read this sticky, design a diet, and then post it there for comments and critique.
Next you want to get a resistance training program going. Weightlifting will help you preserve lean body mass as you lose weight. In fact, since you are a beginner to resistance training, you will probably be able to lose body fat and gain muscle at the same time for the first few months that you are training. Read P-funk's training sticky and the various stickies I wrote up on putting together a resistance training routine. Start by lifting 2-3 days per week with a full body program. Also, you don't have to only lift iron. If there are bodyweight exercises that are enough for you, then don't be afraid to use them. Also, here is a great site with videos and descriptions of various exercises.
I would also supplement the resistance training with another day or two of cardio. Seeing as how your conditioning probably needs improvement, I would just start by doing some treadmill walking (Though walking outside is obviously fine too) at whatever speed you can handle for 30 minutes a couple times each week. If you can't quite handle 30 minutes of walking, then a couple 10-15 minute sessions will do the job just as well. Increase the speed over time, perform the walking on an incline which increases over time, etc. Just make it so you force yourself to improve over time. Eventually you can get to doing more advanced forms of cardiovascular exercise like sprints, HIIT cardio, fartlek training, etc. For now, stick to the basics and work your way up.
