There is something called sarcopenia, which is basically muscle atrophy that occurs with age. This can largely be offset by resistance training.
Also, I know that the rate of force development/contraction speed decreases with age. Unfortunately I don't know if this is related to nervous system factors, a less efficient phosphagen energy system, lower concentrations of certain enzymes involved in muscular contraction, or whatever else it could be.
The only time it's bad to feel the burn is when you're peeing...
