Lower leg strength balance

What can I do for lower leg strength besides calf work. I'm not posative if this is true but I think the calf work causes an imbalance in the leg and contributes to leg problems.

I don't know, I was thinking in terms of calf vs. tibialis anterior and surrounding near by tissue around there. Where shin splints occur.
