3 weeks sounds like a lot of rest time to me. I lose weight when I don't train as well.
As a man of 37yrs on this planets I've noticed that during my rest period (3 weeks in every 12) my appetite reduces greatly when I dont train, even though I allow myself a the good evils, chocolate, alcohol, fast foods but I find myself disunterested.
I'm very short 5ft 4ins and weigh 147 lbs at my heaviest, usually 142 lbs when I train
I'm just wondering if this happens to others ?

i may lose weight - but it usually seems to depend on how i eat during the downtime. Like over Christmas when i'm constantly eating like a pig - all of the muscle loss seems to be more than compensated for by fat gain.
Ah Christmas....i'm craving turkey already.

3 weeks is a lot of time to take off, unless you don't mean weight training.

I lose weight when I don't train (naturally skinny ecto) but also get a gut if my diet falls by the wayside.
What this means is that when we drop a ball and it falls to the ground, it wasn't the ball that moved (down to the ground), but the ground that moved (up to the ball)

I usually either lose a little or stay the same but that's because I eat accordingly. If I'm not training I'm not going to eat big like I am.
I lose. I went to Charleston this summer on vacation, didn't workout... ate like a pig, drank way to much - and lost 5 pounds.

I am a pure Endo, If I take longer than 2weeks off from the gym I gain weight and my body comp becomes slightly more so dis-appealing.
1-2weeks unload or off and I gain a little weight, start to look big and when I hit then gym again I feel like I can lift an house! My strength rockets sky high!!!
Cow Pimp - If you don't train your legs you're a dumbfuck. I'm not going to elaborate on why. If it isn't obvious to you, then you deserve the marginal results that you get and hideously unbalanced/injury prone physique that you will build.
For me its usually something like every 6weeks an unload (1week of endurance training/active rest) Then get back into it, then after the 12th week I will take a full week off! That week means alot to me, just not to see the weights/gym and recoup and focus my mind on other things.
Though I often tend to listen to my body as you do - if I'm getting considerably weaker whilst in the mainstream of a programme plus I'm eating lots, I will happily take a full week off.

If I stop training my appetite goes to shit and I start to lose bodyfat and then muscle mass.
I unload every month...not necessarily taking a week off, but sometimes I do if something is hurting or I am really busy.
I've seen good progress like this...
I took off 3 weeks and lost 10 lbs.... most of it water and stored glycogen.
I came back just as strong in all my lifts, or at least within one or two reps.

The most time I ever take off is a week... Sometimes I still go to the gym, but just go pretty light and low volume.... I think 3 weeks off is way too much.
Usually I would agree.
It was an accumilation of fatigue based on things not only in the gym, but stresses outside the gym as well.
I just needed a brief vacation.
All my numbers have held steady though.... which goes to show, as long as diet is in tact, losses are generally much less than people perceive.

I've heard that if you completely stop lifting but your diet is still in order, you can only really lose about 1 lb of muscle mass every 4 months. You can certainly lose lots of strength and size, but it's hard to lose actual muscle.

I don't know where you got that number. But, no, it is not true. You have muscle because you use it. You make your body adapt. If you do nothing, there is nothing to adapt to. Use it or lose it. Also, if you stop your activity but maintain the same diet, you will be intaking a lot more than you are burning and probably just gain some nice fat.
