I Decline more than flat. Fairly common? I though it'd be the other way around. I feel a little twinge in my shoulder on flat but I don't think thats holding me back that much.

Less movement, less work performed, easier lift. A quarter squat will always be higher than a half squat, a 3 board press will always be higher than a full ROM bench, rack DL's will be heavier than DL's from the floor with a few possible exceptions here and there. Generally a shorter ROM=more weight.
As well i believe that different musculature is recruited with a decline bench, less shoulder and more lat involvement if memory serves.
